Capture a zombie villager. Turn it into a villager. Capture it in a mob imprisonment tool and use the mob duplicator to spawn more. Or use the swab from mob grinding utilities and make a villager spawn egg and apply that to a spawner to turn it into a villager spawner or you can use that spawn egg in the mob grinding utilities mob spawner.

When you're in Peaceful Difficulty, all hostile mobs (creepers, skeletons, spiders, ect.) won't spawn in the world & any mobs that are in the game prior to changing to Peaceful will immediately despawn to comply with the Difficulty restrictions. This also means that hostile spawn eggs will fail as well.
Bad Mobs allows you to remove any mob from the natural spawning list in Minecraft, making it an excellent choice for the likes of Zombie Apocalypse mod packs. In these types of worlds, you might only want Zombies, Husks, and Zombie Villagers to be able to spawn while being able to remove Creepers, Spiders, and Skeletons.
Villager breeding succeeds if the birthing parent can path to an unclaimed bed with at least two empty blocks over its head. Iron golem spawning happens if enough villagers haven't seen a golem recently, when gathered near a bell or panicked by zombies. Cats spawn around players in or near villages if enough beds (and few enough cats) are nearby.
